I'm guessing you're asking about the Magneto from the movie aka Ian Mckellen? Well technically he's an englishman, and he can't really change is accent for the movie. But in the comic books I think he was a German Jew.

I'm pretty sure that Magneto was Polish. He was forced into the camps. Then moved here. Also he really doesn't have an accent, he's an old man.

Just because he is jewish doesn't mean that he couldn't speak English.....
But back to the question: Lots of survivors fled,understandably, to countries such as England. He might even have been sent to live with an English family because he was still young. It wasn't uncommon.
I think that's what happened.

possible from his close work w/ Charles before they had a falling out. If they were friends from young enough it would a simple thing to pick up Charles' accent especially if he was still learning English at the time.

I would imagine when he fled Germany or Poland when he a small child, he fled to Great Britian and met up with Xavier, and children do pick up accents easily.
