i have to help u with the answers i have read wow would have thought someone would know something. they dont. look on ur car its fuel injected toyota put its last carb on in like 85 so there is no choke second when the car doesnt start are u sure its flooding did u pull all the plugs to see if they are wet if so it is possible that the fuel pressure regulator is leaking but IF IT IS LEAKING IT IS VACUUM CONTROLLED. whats happend is there would be the little rubber diaphram in the regulator has a hole in it and is allowing unwanted fuel to pass through the vacuum line into the motor pull the vacuum line on the regulator and see if fuel comes out during cranking the regulator will be located on the fuel rail with the injectors follow the fuel lines from ur fuel filter. ok the reason it starts when u hold the pedal to the floor is because the car goes into CLEAR FLOOD MODE meaning ur telling the ecm by holding the pedal at wide open throttle that too much fuel is in the system and the ecm because of ur command at the pedal is killing the injector pulse allowing the motor to crank with no priming fuel from the injectors so the motor becomes and air pump. my other idea isnt that u have a bad fuel pressure regulator but a BAD INJECTOR one that is stuck all the way open an injector is basically a coil of wire that when electricity is run through it it engergizes like a magnet and opens a pintle valve to release fuel into the intake manifold if one of ur injectors has failed they can stick with the pintle all the way in the open position meaning that coil of wire has melted. and u need a new injector it would also cause fuel to wash down the cylinder and u would have fuel mixing with ur oil pull the dipstick and c if ur oil looks and feels diluted if not smell alittle of it to see if it has a fuel or gasoline smell hope this helps as the rest of the answers i have read are wierd

First things first, make sure your choke isnt stuck shut. If its not then.......
You may be starved for air, causing the gasoline to be sucked up through the choke circuit. Make sure your Aircleaner is clean. On my little mitsi pu the flapper in the airhorn of the aircleaner was stuck shut not allowing any air flow, making the engine run extremely rich. I cut holes in the aircleaner lid (outside the outer edge of the aircleaner) greatly increasing the airflow to the motor even more than when it was new, allowing the motor to breathe better and it increased performance and solved the problem.
BTW, the holes were cut with a hole saw, 4 holes in decending sizes, then I repainted the aircleaner lid. It gives it a customized professional look, I didnt just hack a few holes.

i own a repair shop,and its very possible that the fuel regulator has went bad on it,its located near where the gas enters the intake or the rail for the injectors and it may be vacuum controlled or electric ,but that would be what i would try first,because its going to ruin the plugs in it, if it keeps flooding them out,,so id have it checked out as soon as possible ,good luck i hope this will help.

Don't know: assuming you have fuel injection?
Go to a site: BatAuto.com.. they have free help from real mechanics. You may have to wait but you will get an answer and they will stick with you until your problem is solved.

are you sure it floods? if it sometimes starts with your foot to the floor it sounds to me liek its not getting enough fuel. have you changed the fuel filter recently? how abotu the air filter? could be a ton of things. when was your last tune up? the car needs fuel, air and spark to run. could be one of these three

your source was right, that fuel regulator will cause that. It is a fairly inexpensive part to replace and will fix that problem easily
