I believe your question is really "How can my Pocket PC display Chinese text?"

The short answer is you can install a Chinese system in your Pocket PC.

e.g. You can buy Monster Chinese V4.2 for Pocket PC 2002, Pocket PC 2003 / 2003 SE, or buy Monster Chinese V5.3 for Windows Mobile 5.0
Or you can buy CE-Star Suite for Pocket PC 2003
