The only thing I could find was that the Central Government was just the legislative branch. It was called the Congress of the Confederation. The leader of the Congress was called the President of the United States in Congress Assembled. This person was not really an executive as defined in the Constitution. He was more like a Speaker of the House.

It consisted of a congress that had no form of generating revenue. In effect, all congress was allowed to do was excise revenues on a voluntary basis from the thirteen colonies. I.E. Congress could ask for money, but the States didnt have to pay up. The Articles of confederation largely delegated power to states, in that individual states began to act as independent nations. The US under the articles was more like an alliance of countries than a unified nation. Only when the Constitution was passed, did the United States trully unite outside of pressure from a common foe.
