Can it be Apartment Houses, if so, Get 1/2 gallon milk cartons, cut out windows and put yellow or red cellophane inside, and with toothpicks make the separate windows, You can attach two or tree together to make a row of them. My husband did this for his train village. He also used cardboard boxes which are strong, and made houses. Again cut out the windows, and Door Put a roof and paint it any color you want.

what kind of house/ Is this a school project, or a doll house or a tree house? You could build a log house with interlocking logs. you could build a brick house with mason cement. you could use wood and nails or screws. try plastic and melt the pieces together.

Popsicle sticks just notch them out like they did in the old days like a log cabin and interlock them.
