You have to find out what all are the processes running on the PC when the CPU Utilization is 100%. In all probability this may be due to some virus or spyware.
It may also be due to too many processes that you start. Its difficult to predict what is going wrong, so you may have to actually see the processes that are on when the PC runs slow.
Remove the Network conenction and do a thorough virus scan by some good product. For the home segment AVG is free. You can try it out.

even you are running all the applications in your computer, it will never give you a cpu usage a 100 %. and so when it does, there is a malicious program in your computer trying to do on its own like a spyware that used up the memory of your cpu. this is pretty much a "good" sign of having one.
run a spyware sweeper. or an antivirus software to clean your system

Open task manager (right-click on the taskbar or Ctl+Alt+Del). Go to the [Processes] tab and sort by CPU Usage (click the column header twice).
See which app is causing the problem and go from there.

You also need to consider the age of your memory sticks. They tend to go bad especially if they are cheap. You really need 1 GIG these days anyways (recc. for Windows Vista)

do a defrag and a v scan and then a spyware scan and then after all this if it is still slow then you may have a bad hd and its not getting any better

several things. first, what is the speed of your processor? if it is an older computer and you are running demanding applications, that will happen. but besides that, download and run adaware on your computer, scan it for viruses, and defrag it. it will be as good as new... pretty much
