Berkeley has a transparent selection process, you can find the evaluation criteria here: http://students.berkeley.edu/admissions/freshmen.asp?id=56&navid=N

UCLA also makes its selection process public, you can read up on their newly adopted method here: http://www.admissions.ucla.edu/Prospect/Adm_fr/FrSel.htm

In general, having strong GPA and test scores are essential. But Personal Statements are often the deal breaker for many students. Read the Personal Statement guidelines published by Berkeley for pointers on how to write your essay to cater to the UC System: http://students.berkeley.edu/files/Admissions/Personal_State_07.pdf

Good luck!
