Usually, yes, except it won't work in a vending machine. As long as the serial numbers on the two halves match, the bank can replace it... Even if you only have half of it, the bank should still replace it. But you have to have 51% of the bill or more, and if you have the other 49% or less it's useless, you can't get two bills for two halves.

realize your dog just had a 20 buck toy for a few minutes
you can tear, cut any money but if the serial numbers are not there or damaged and unable to read....its just worthless paper now.

really there's nothing you can do as the bill doesn't worth a cent without those serial numbers...
dogs know nothing, so i suggest you keep valuable stuff away from them. lucky you its only 20bucks, what would happen if its 100bucks?
take this as an experience... don't leave valuable stuff lying around if you don't want your pet to enjoy extra "snacks" or additional "toys"...

i've taped bills together before, i'd do that & then take it back to swop. They should swipe it under their machine & it'll be apparent quickly that the note is a real one
