i was wondering what was the international body that constituted the key provision of the versailles treaty that wilson proposed?

The Versailles treaty was initially proposed at the Paris Peace Conference in 1929. This conference was to "formally" accuse Germany of all causes in WWI and to set things straight. The Paris Peace Conference was very important, since it was the beginning of the recognition of Canada as an independent nation. The Treaty of Versailles had many ultimatums within it:

1. Germany should accept all the blames for the war.
2. Germany should pay all of the damages caused by the war.
3. Germany should divide its land so that Poland will get part of its coastline.
4. Germany should have an army and navy with a size that is specified by the rest of the nations.

These radical demands of Versailles started inflation in Germany, leading to Nazism, Communism, and WWII.

The League of Nations was ultimatly responsible for this decision in the Paris Peace Conference.

In this first installment of the huge and involved document, Wilson's dream of a League of Nations is realized (though the U.S. will never join), the demilitarization of the Rhineland and French occupation of the Saar Basin are established, Alsace-Lorraine is returned to France, and independent Austria, Poland and Czechoslovakia are founded.
