Like em or not, when it comes to NFL records, the Bears are hard to match.

I've never heard of this personally, but it probably has something to do with the fact that the team's initials are CB. So a person looking at a newspaper or online would wonder what the team name for the individual cities would be if they're not familiar with the teams and are just seeing how thier favorite team is doing. Also the fact that the Browns and Bengals are in the AFC north and the Bears are in the NFC north could be a factor.

The only reason that may confuse the two is the history they have in the league. I havent heard of anyone confusing them, but I guess its possible. Although I have heard of people confusing the cards, and the bears. Also heard of people confusing the history of the browns with the bengals since the brown family owned both of those teams at one point in time.

I'm not sure but here are a couple ideas you might find appealing. It might have something to do with the fact that both teams names have the same initials C.B. and both are from the Midwest. Sometimes geographic separation tends to mix these things up for people not as familiar with the areas.
It could have something to do with the subset of people you're talking about. Non-sports peoples could easily get those confused for the reasons listed above.

No one confuses them. Besides neither of them won the World Series so it doesn't matter. If someone is confused it is probably because they don't know what a "Brown" is?

Perhaps cuz both of them have sucked for most part of their history...well the Pears have a SB win but nothing else...and poor Drowns seem they will alwayz suck for eternity....Oh and both have ugly uniforms and colors...yucky!!!
