Been there, done that from both sides of the coin.
If you are homeless, from what I've witnessed, it's your own fault.
There are the exceptions, but most of the homeless people I have met are all there because of some malady that they have brought upon themselves, including laziness.
I myself have caused this to happen, but I have rebounded through the generosity of people in general.
The people that are there because of themselves, get food and what little guidance they'll actually listen to.
The people who are there because of true hard luck, get food too, but also receive the guidance and utilize it, so the possibility of money is not out of the question.

Food. I agree in a large town north of us there are these three adults that actually rotate different intersections coming off the interstate as homeless with a cardboard sign. So people coming off the interstate don't realize people in town know they are scammers and probably give them change.

i do no longer generally provide money to homeless people - most of the time, it would not help them, because of the fact they at the instant are not getting to purchase nutrition or clothing or something of the style, yet they spend them on alcohol, cigarettes or drugs. i think sorry for homeless people too, yet i might prefer giving them nutrition or clothing i do no longer use anymore or perhaps have them do some chores with the intention to earn those money.

true but i read a sign from someone which said "why lie i need the bottle". i drove up to him, handed him a 20.00 and said "please get something to eat also"! i gave him 20.00 because he did not lie and i was hoping he would eat too!
story i read: a must read.
this woman came home and checked her mail box. she had a letter with no return address.
inside she found a note that read. I WILL BE IN YOUR NEIGHBORHOOD AND WOULD LIKE TO SEE YOU. SIGNED GOD.
the woman was stressed as she had 5.00 and nothing to feed her guest.
on her way to the store she came across a man and a woman huddling in the alley way. the man said "mam we are awful hungry do you have any spare change"? the woman said "no i don't i am expecting a special dinner guest"? she walks away.
she turned back and walked up to the two in the alley. she said as she removed her coat and wrapped it around the woman "here is 5.00 i will figure something else out for my guest!"
she returns home to find a note in her mail box sticking out to catch her eye. she thought it a bit funny since the mail does not run twice. she opens the letter and this is what it said "THANK YOU FOR THE COAT AND I ENJOYED MY DINNER HOPE TO SEE YOU AGAIN LOVE GOD!"

Food because then you know that the homeless person is using it for something to better him/her self and not for alcohol or drugs. Its also probably better to buy coffee because it has a warming aspect too.

Money. I don't think it's that difficult to tell the difference between someone who really is or isn't homeless. That's just me though.
