Every time something gets recycled it is win win win situation for community, use of natural resources, and consumer along with firms, and everytime something recycable ends up in landfill it is lose,lose,lose for community, natural resources, consumer along with firms. Less trash means less landfills plus for community environmentally, less trash disposal cost benefit economically plus efficient re-cycle program can make money for community. Less use of natural resources has environmental benefit. Less use of natural resources also lowers their cost a savings that can be passed on to consumers. This is above and beyond all the new jobs recycling creates.

Most fail because they are not economically based. They just increase the cost of waste disposal and wind up wasting other resources. They might for example recycle some paper or plastic and wind up wasting fuel for example.

I know of at least one city where the sanitation department was going broke trying to operate a recycling center. They were so afraid to tell the citizens that the recycling program was a complete failure that they to this day continue to put out the recycling containers, pick them up, haul them to the landfill and dump them with the rest of the waste. Its a total joke and the landfill operators are not supposed the tell whats really happening even though the sorting operation is completely shut down.

The purpose is to keep trash that can be reused in some way out of the landfills. Newspaper and paper containers, for instance, is good to recycle as we know of products it is being reused for, and less trees have to be taken down for that purpose. Glass recycling, if that does not get into a landfill it frees up space for other trash that can go back into the earth in time. Keeping oil out of the sewer, trash or garbage keeps what is going into the earth from being contaminated. You would need statistics to give you the last part of your question.
