Well there are the obvious reasons.. like.. what color was that skittle? Do gobstoppers really change color? Am I bleeding?
Then there is also just.. na na boo boo out on the highway.
Then there are the unmentionable reasons...

I stick mine out a lot, for two reasons:
First is, I have a three-year-old, and contrary to popular opinion, I am the goofball parent, if you will, and my daughter and I often make silly faces at each other, some of which include the sticking out of tongues. This type of tongue can also apply to just about anybody else in a silly setting ;)
Second....well, sometimes I stick out my tongue just a bit between my teeth, usually when something happens to me to induce what I call a *bigstupidgrin*

Whenever Im thinking and as Im thinking about something almost always cause Im always home with nothing to do as I was reading your question and while typing my tongue was sticking out... and its habitual... So I stick my toungue out probably more times than I can count in one day..

Yes....maybe a few times a week. My younger cousin gets on my nerves and no matter what I'm doing hes is always pulling on me or yanking at my hair. So I'll whine and one of the others will yell at him. Then I stick my tongue out at him. Been doing to same game for years.I whine to get on the others nerves then they yell at him...haha

My only memory of sticking out my tongue, came once when I did it to mom. I was in the backseat and my cousin told her what I had done. She made me keep it out for about 15 minutes. That was harder than it sounds.

At least once a week. I do it to show a smart alecky attitude towards someone I have deep affection for...if I do not like you I do not stick out my tongue at you.

A few times a day when i'm around my nephew...
I also make wierd gurgling sounds and roll my toungue.
Anything and everything to keep his beautiful 5 month old self entertained :)
And sometimes i just do it when i'm alone, a little habit of mine.
