The only "free" schools with a military type structure in the area you describe are the Illinois State Training School for Boys at St. Charles and Illinois State Reformatory for Women at Dwight.

Considering military schools are private schools, it is extremely unlikely that a free military school exists.
The only military school I know of within the area you are looking for is St. John's Northwestern Military Academy in Delafield, WI. but they are not cheap. However, you get what you pay for. That school's ranks within in the top 10 in academic excellence.
