Yes it does. What an organisational does always affected by the environment it surrounded. A frog living in a river will always be affected by it environment by adapting to colouring, food, enemies, water. If anything happens to the environment, it impact will change how an organisation strengths and weaknesses.

External environment always affect the organization's strength and weakness. In fact in organizational development it one alligns ones internal process to suite the external environment and adjusts you leadership for the same. It is also one of the five forms in your strategic plan in SWOT. It actually comes under Opportunities and threat.
