Actually...
Due to its shoestring budget, the prop department had to use the cheapest mask that they could find in the costume store: a Captain Kirk (William Shatner) mask. They later spray-painted the face white, teased out the hair, and reshaped the eye holes.

Yes that is true. The film makers were trying to find a mask that was scary. They had thought about using a clown mask, but that had been done before. In the end (I forget who) found a William Shatner mask in a novelty shop (I think it was a Captain Kirk mask) they cut the eye holes a little bigger and I think they painted it so it was less skin tone in colour.

On the making of Halloween, it says that they were trying to find a mask for the movie because they did not have one.
The director or somebody went around the studio and found an uncompleted mask of william shatner that was not painted.
Birth of the mask.--Now in the stores, they just call it "the mask."
