Long before Rome invaded the British and Celtic Isles, Samhain was the name of the harvest feast.
For whatever reason, the spirits of the dead and the demons were thought to traverse the land on this night, and people wore their costumes in earnest.
Whether they sought to blend in or to scare off the scariest of all creatures is a good question.
Well, like many other pagan holidays, and those of religions still standing, we lost the meaning.

Halloween dates back at least 2000 years. It was originally a Celtic festival celebrating the New Year. The Celts new year began on Nov. 1. This day marked the end of summer and the beginning of winter, a time that was associated with death. Celts believed that on Oct. 31 the boundaries between the living and dead became blurred, it was believed that the ghost of the dead returned to earth. To celebrate they built huge bonfires where they gathered to burn crops and animals as sacrifices to the Celtic deities. During this celebration they wore costumes and attempted to tell each other's fortunes.

The word itself, "Halloween," actually has its origins in the Catholic Church. It comes from a contracted corruption of All Hallows Eve. November 1, "All Hollows Day" (or "All Saints Day"), is a Catholic day of observance in honor of saints. But, in the 5th century BC, in Celtic Ireland, summer officially ended on October 31. The holiday was called Samhain (sow-en), the Celtic New year.
