On mine, it is in the tools section. I click on tools and then click Internet options, and it is in there. Depending on how many toolbar icons you got "handed to you" during the download, you may have to click the symbol that looks something like this (>>) and see if tools somehow got hidden in there. The tools bar might not be there when you download it (it wasn't for me). Just in the toolbar area right click and then you will see the option for Menu bar, that will bring the Tools option so you can click it.
