It is used alot of times in "hard as a brickbat" just an exaggeration to descibe something really hard, if a bat is hard enough to hit bricks, its pretty hard.

The expression is "Useless as a brick bat".
There is no such thing as a brick bat.
It's a critical reference towards something that is unnecessary.
Like a screen door on a submarine.
