You can try the windows button located on the keyboard or you could even press and hold the off button. If that does not work try unplugging it. I gurantee it will not break your pc.

Bring up the Task Manager and click Shutdown>Shutdown.
You can bring up the Task manager by right-clicking the taskbar on the bottom of the screen and choosing "Task manager"/
You can also do a CTRL+SHIFT+ESC to bring up the Task Manager and follow the above steps.
If this doesn't work, my last step is to briefly press the Power button on the computer. In more recent computers, this initiates a safe shutdown.
Your very last resort should be holding down the Power button for 5 seconds to shut everything off immediately. Not safe at all methinks.

if its a Windows PC the Press Ctrl+Alt+Del Keys and that will give you Windows Task Manager. Highlight and
Click 'End Task' for all applications which are Not Responding.
You might be able to get Start Button then.
Also you can try pressing Alt+'F4' (function 4 Key) to get Turn Off Computer Option.
Windows Key + R could give you run window in that You can type shutdown and press enter.

Use Control, Alt and del key simultaneously. U will get the task manager. See which programs are not responding. end them.
If the above procedure fails, Press down the power switch and hold it till the computer switches off.

I recommend switching off the power supply from the wall. Sometimes the power button does not respond and you've wasted time there.
