you can set up a proportion.. its the easiest way..
.3/x = 12/100
12/100 b/c 12/100 is the same as 12%.
cross multiply to get 30=12x, then divide by 12 to get x=2.5, so .3 is 12% of 2.5.
you could do .12x=.3, .12=12%, so 12%x=.3, divide by .12 to get x=2.5... which ever method you prefer...

0.3 = 0.12x
