It may be rusting. IF, you can remove it and replace with a new one this the best. IF, it hard to get to, if, you can get it out they make a rubber plug you put in the hole and turn a nut and it expand and seal the hole. It work like a boat drain plug if you have seen those. One last try is JB Weld, if you can clean the area and glob this stuff in there it may work, but, I not think it will work, just a last thought.

if your freeze plug is leaking...I'm assuming you have an older vehicle. with hammer and punch...hit on the upper side of the freeze plug until it dislodges enough that it is sitting in there awkward. with a pair of channel lock pliers grasp it and pry it out. purchase a new freeze plug. put some silicone on it...preferrably the red ...place the freeze plug in position and with a socket about the diameter of the freeze plug tap it in until the edges are flush with the block.

Refill with antifreeze and off you go. Normally not a difficult job if you have the right tools.

What type of vehicle? Leaking freeze plugs are usually a quick and inexpensive repair. Go to any repitable shop and get it repaired. To do it your self simply drain your cooling system punch out the old plug with a hamer and chizle clean the surface that the plug seats it self on get a new plug RED LOCKTITE it in let it sit over night then refill your cooling system and its fixed!
