Actually, it's called Martial Law and the character is Sammo Law. Sammo Hung Kam-Bo is the actor - and he is surprisingly speedy on his feet!

Sammo Hung is wicked, he was the bloke who got beat up by Bruce Lee at the start of Enter The Dragon.
He was only wearing skimpy black pants!
