Around 6:30 to 7:00 because that is the time that people have settled down from work, picking kids up from sports, grocery shopping, and they are usually done with dinner. End trick-o-treating by 9:30 to 10 because that is when people go to sleep. If you have little kids, I recommend you go sooner becuase the later: the colder. Also take little ones to malls where they can still trick-o-treat but it is warm.
