Um, yeah, it's a little weird, but let's face it, Halloween is a weird holiday. As long as he's not tricking, I'd say let it go without too much judgement.
You just don't know -- he may be mentally handicapped, or really depressed and just needed a little pick-me-up. Or maybe he really loves Halloween.
I'm assuming he didn't have any kids in tow. If he had kids in tow, then that's definitely normal, and very good parenting/grandparenting or whatever.
I dunno. If you are worried, the best thing would be to say, "Oh, you've got a great costume! Can I take a picture?" If he's normal, he'll probably take it as a compliment and you'll have done a good deed for the day. If he's up to no good, at least you'll have a photo to show police afterward.

at least he's still has the halloween spirit, which is good cuz a lot of other "old" people have lost it. . . How do u know he's 64? Do u know him, personally? besides, if he's with his grandkids, i think thats great. . . . i never had my grandfather with me during the holidays.

not at all. I think halloween isn't just for kids and that more adults need to rediscover their playful side. I'm eighteen and I LOVE trick or treating, Halloween rocks!!!!!
