The best way I know that will shrink a cotton one to the size you want is simply to wear it in a bath as hot as you can stand and take it off as soon as it feels ok. You then plunge it into cold water to stop it shrinking further! It was the way we used to shrink jeans before The makers came up with a Slim fit.
The Hot wash/dry will work but you could end up with a very small shirt especially if there is wool in it too!

Stick in the washing machine at far too high a temperature..
then let it cool down.. then stick it in the tumble dryer.. That shud do it: especially as football shirts come with the label saying "don't put this in a tumble dryer: it'll shrink"!
