Ok. I have a cute pink tutu like Betsey Johnson garter belt, and it has the straps. What kind of hosiery do you attach to it? What goes on top? A Bustier? Also, if what I think a garter belt is correct, then what are those things that brides wear on their thigh and the groom removes with his teeth? I know it and a garter belt are different.

The thing on a bride's thigh is just called a garter.
It's different from garters which hold stockings up. The ensemble works like this:

Stockings
ON top, you can wear any old thing, but a bustier is quite sexy, as is a corset.

That thing is called a garter. The garter belt attaches around your waist. You can wear whatever you want on your top- bustiers, bras, corset, or nothing at all. They sell thigh-high pantyhose that don't have that elastic at the top- that's what you want. The elastic has a tendency to cut into your thigh, which is uncomfortable and unsexy. The non-elastic stuff can be a bit hard to find, but it's definitely out there. Oh, and the back strap does not go at the 6 o'clock position, just so you know. It's more like the 4 or 5 o'clock on your right thigh, the 7 or 8 on your left.

What brides wear is just called a garter. It's a singular piece of fabric with elastic inside.
A garter belt is more complicated. There are different styles, but the most common looks like this: http://www.pierresilber.com/lacegarterbelt.html
If the garter you have looks like the one on the website, you attach the adjustable straps to thigh-high stockings. The straps on the garter have little clips at the ends; you attach the stocking by clipping it in to the top of the stocking (like the picture shows).
You don't need to wear anything specific on top. It doesn't affect how the garter works. Your top and the garter belt are seperate.

Brides wear a plain garter, and a garter belt holds up thigh high stockings. Before pantyhose or nylon existed, ladies wore silk stockings and these held them up. Usually its paired with a panty and a bra or corset or other device you like.

You attach thigh high stockings available at any higher end lingerie store. You can either buy the kind that attaches to a bustier or corset on top or the kind that just rests on the hips like underwear.

you wear stockings. not tigh highs. th elastics would be ruined.
on top u wear what you want. a bra is a good idea. or you can wear a corset without the straps.
brides wear garters. not garter belts.
