I have configured the Global Size Limits for both sending and receiving to 9,534KB. I need 2 users to receive emails of up to 27,239KB, I configured the specific size limits for both users to that ammount and when someone (external) tries to send an email to one of these guys, the sender receive a message that says:
Final-Recipient: rfc822;
Action: failed
Status: 5.2.3
X-Display-Name:

I've spent 2 days trying to find a solution in Microsoft Knowledge Base and found interesting stuff, but still have the same problem.

Please help!

27MB? Not many users can send e-mail that large. Your best bet is to develop an FTP website.

In general, most e-mail accounts are limited to 5MB. But a 3.3MB email attachement will grow right to 5MB; so the limit is really 3.3.

Many Graphic Artists and Print companies have private FTP websites for their customers to access. The cusomer simply e-mails a request for the account and password and limit, then the company sends them the pertinent information.

I was the Exchange Administrator at my former employer where the principals loved exchanging up to 50 MB Powerpoint presentations by e-mail. We had FTP sites and we had HTTP sites where people can download large files - but e-mail remained the way to go.

Our Exchange Server had no quotas on mailboxes nor any limits on file sizes. Sounds like the recipient's mailbox is full which is why the messages are being bounced back. If you are limiting file sizes - I imagine you are limiting mailbox sizes as well. Ask your users to archive mail and I bet the error message goes away.
