Have you tried exfoliation? Get some sugar and olive oil (equal parts) and scrub your knees gently, do so once or twice a week, if you over do it it will get very sensitive. The sugar works a glycol acid, which helps the feel and look of skin. Olive oil is a natural moisturizer, the sugar dissolves as you scrub, so it is not abrasive on your skin.

You can easily an quickly remove the rough, dead skin by rubbing about a teaspoonful of real mayonnaise into the knee area. As the skin absorbs the mayo the dead skin will begin to rub off, exposing softer knees. Rub some body lotion, Vaseline, or olive oil into the knee area, daily, to keep them soft.
