That is because they don't have one. All their efforts have been to keep us there, not to win or lose, just sustain. It is the largest sink-hole of money ever created and US tax payers are the ones footing the bill with no receipts. Meanwhile, a handful of corporations connected to this administration are benefiting financially in a big way.
I'll tell you my plan:
1. Take the US footprint off the country of Iraq (i.e. lower our visibility)
2. Negotiate will all the nationalists in Iraq, so that all militias are folded in to one big Iraqi defense force.
3. With Iraqi nationalists in the lead, support them in eradicating Al Queda from the country.
4. Keep some forces in the region to assist Iraqi forces with any problems that arise that they can't handle alone.
5. Don't rush the political process which is why there is so much sectarian violence happening now. Assist them through it, but don't tell them what to do.

We are currently training Iraqis new military, and as they come online our presence will not be needed as much. There are many Iraqi police and military that have already started this transition and in some cases are operating in some areas.(this has for some reason been buried in the news headlines if reported on at all) What is the dems plan, Cut and run, cause a civel war, start world war 3, and were back and its worse than before. We need to finish the job.

what the Republican plan is to win the War in Iraq. Please, if you would be so kind, tell us what the Democratic plan to win the War in Iraq is... How do
you propose to win? What exact changes do you think
are necessary to yield a recognized victory, hands down.
Surely you don't want to settle for something like what
happened in Korea and in Viet Nam? Oh, you've forgotten that have you? Maybe you should go back and read what happened in those situations. 3000 US servicemen have died so that we might win. You do want to see their wishes granted don't you? So what is your plan for victory?

In the end it won't be the "Republicans plan" or the "Democrats plan" to win in Iraq & bring our troops home.
It will be the "UNITED" States plan! and comments like Senator Kerry's today are not helping! United We Stand! Divided we will fall...God bless america!

I know, for a fact, that I have answered this same ridiculous question before, but I can not say if it was your question or not. THE PLAN IS TO GET THE IRAQI GOVERNMENT TO WHERE IT CAN FUNCTION INDEPENDENTLY AND PROVIDE ITS OWN SECURITY. That's it, pure and simple.

Bush has already stated that it will be up to some future president to bring troops home. If it were up to him we'd have a permanent presence there.
