If you are referring to a jock-block or the other phrase (substitute the j for a c), it's a term used when one guy blocks another from going all the way with someone.
For instance, if you are hitting on Cindy, and I tell Cindy that it's time we got you home to your mother who you live with and is waiting for you because she likes to give you bubblebaths every night before she tucks you in with a glass of warm milk and a laxitive - that's one way to do it.
