what's the cheapest (but still legal) subscription music download site?

i remember i saw one website that you only have to pay 1 dollar every month for it, but others, you have to pay about 15 dollars! why such a big price range? and is it the cheaper they get...the more illegal? help please. i need a good reliable site for my mp3 player.=] thank you
