It's a very primitive male thing that most guys who do this are not even aware of.
Having the bill of your cap behind your head shows that you are ready to fight physically, that you would not have to waste time pushing the bill of your cap out of the way if it were in the front of your head.
It's basically just males trying to look tough, probably compensating for a feeling of the opposite.
