we already have a successful website, so I need ideas for promotions and marketing that does not involve the internet. Our budget is small to medium, so creativity is key!

And you're seriously looking for ideas here that will make you money? Are you familiar with the way business and commerce worked before the internet allowed lazy people to prosper? No offense, but this is what I do for a living. I find it sickening and outrageous that you would expect people to hand you ideas for free. Anyone who does is a moron.
Either come up with the ideas yourself or hire someone to do it for you.

I think spending some of your small to medium budget on a marketing consultant would help greatly. Asking for free ideas gets you free ideas... a professional will be the one capable and experienced in taking your business to the next level.
