Keep a spending log - write down every time you spend money and what you spend it on. That way you can analyze it and see where all your money is going, and from there you can determine in what areas you can cut back on. Budget all of your set expenses and make sure bills are payed first, then you can see how much you have left to spend on other necessities and anything else after that.
And to make things easier, most companies are willing to negotiate the due date of the bills they send out... if you look into that, you could split your monthly bills and have some due the 1st of the month, and the rest due the 15th of the month. That way, you don't have to worry about more money going out than coming in at different times of the month.
