I do this:
take my blow dryer and warm up the curler then curl my lashes before i apply. Then I apply my mascara wait for it to dry and then curl one more time! WORKS AWESOME!

You can curl first, but if you want it to stay better/longer, apply a very, very light coat of mascara (maybe even a 'clear' coat) - let dry. Then use curling tool. When you remove the curling tool - you may have a few lashes that stick together (or you may not). Just comb it out - it should not take out the curl.
Lastly, apply the "real" coat of mascara. Works for me every time! If it doesn't work for you then go back to curling before the mascara.

Definitely BEFORE, because if you do it after, the curler will get stuck to the mascara and you can break and yank out some of your lashes that way.
Oh, also, to make your lashes even more curly, take a hairdryer and warm up your eyelash curler for a couple of seconds before curling. It really works!!! ; )

Always curl your lashes before you put on mascara. That gets them to stay curled. I usually curl them once in the morning before I put on Mascara and then in the late afternoon I curl them again that way they stay curled all day.

For best results, curl lashes BEFORE applying mascara. Comb out lashes with a clean spool (or clean mascara brush) and place curler as close to the base as possible. Squeeze gently for about 4 seconds, and place the lash curler about mid-way on your lashes and repeat.
Next, place mascara brush (with excess product removed) as close as possible to the base of your lashes, wiggle side to side and brush up the length of lashes. Repeat the same on the other eye.

I do both...just wait till they are half wet half dry afterwards and when u curl them, they will STAY up which is hot. Dont do it for too long after just a quick curl
