Not if she is going to be alone. An 11 year old should still be accompanied by an adult. She could easily be snatched up or pulled into a house somewhere. I sincerely hope you are not planning to allow your 11 year old to go alone. If she does, then shame on you(or her parent) and I hope she is safe.

I have no children but I would say no on this one. I wish it were a safe world but children need protection from predators. I recommend that if your 11 year doesn't want to go with you, then ask maybe a few of her friends to go along and have an older (responsible) sibling or friend or neighbor to take them around. This way, your child can enjoy without the parents, but you'll feel safer knowing that she's okay and not alone. Or maybe, have her check in every hour or so if she's going around the neighborhood with her friends. This way, she doesn't wander too far because she'll have to come back to check in. I recommend the Disney cell phones with a tracking device because thy're great. Maybe a little late for this occassion but for the future so you can give her more freedom and feel at ease while doing so. Also, explain to your child that it's not her you're worried about but others that can harm her.

I don't think it is safe for an 11 year old girl to be trick-or-treating by herself. If I were you I wouldn't do it because you never know what will happen.

There are a few things to consider. Do you know most of the people in your neighborhood? Do you know the way around,or are you new to the neighborhood? Is she trustworthy or have you caught her in the act before?
If you do let her, there are a few things you should probably say before she leaves. Tell her to tell you where she'll be, just in case you need to find her. Another good tip would be to stand 4 full steps away from the door after she knocks, just in case they are dangerous. If you can, give her a cell phone so she can call you when she needs you. I do this with my little sis all the time.
And above all.... DON'T PESTER HER AND HAVE FUN!!!!

It's not safe for an 11-year old girl to go out alone anytime. Hell, it isn't safe for adult wormen.

Unless it is a very small, close-knit community and she'll be in a neighborhood where it will be crowded with tons of other kids and parents she knows, maybe. Other than that, absolutely not.

Should be okay as long as she goes with friends that you can trust. Give her guidelines as far as neighborhoods she can go into and a curfew. Any longer than 2-3 hours is pushing it.
