can the team throwing off the ball pick up the ball and run with it if the recieving team touched it but never picked it up?

Kick off is a free kick once the ball travels 10 yards. Punts can only be recovered by the kicking team if it touches a member of the receiving team.

Yes it is a fumble and by the way the receiving team doesn't even have to touch the ball after t goes 10 yards the kicking team can pick it up and take possession of it.

Yes, once the ball has been kicked for 10 yards or more, the opposing team can pick up the ball. Or if the player from the receiving teams touches it, it's a live ball.

The ball is live after it travels 10 yards and does not have to be touched by the receiving team for the kicking team to recover it.

after 10 yards its a live ball. if the receiving team touches it and it bounces before it goes 10 yards its a fumble also. now if the kicking team touches the ball before it has gone 10 yards and hasn't touched a receiving team player then it is a penalty

On a kick off, after the ball travels at least 10 yards, it is a live ball and possession would belong to anyone (either team) who receives and controls it. A punt is treated differently.

Once it travels 10 yards, it is a live ball. It doesn't even need to be touched. On a punt, it has to be touched by the receiving team.

If the receiving team touches the ball after a kick off/punt it is automatically a fumble.

Only on kickoffs but not punts. for the other thing.

they dont even have to touch it it happened a few years ago but the rams were receving the ball landed in the end zone no one touched it the other team grabed it for a td

Yeah it is. either team can grab the ball after its been touched by the reciving team.
