which states that the French have declared Halloween "dead". Are there any other places where it's not being celebrated - in such a large scale as an entire country?

I just read recently (this morning on Yahoo?) that Japan has now officially made Halloween a new "holiday."

(Polly so they can make a lot of $$$ off of it.)
