it means you got ripped. subsidy password is also known as a sim-lock password, prevents the phone from being used with sim cards not issued by the original provider that sold the original phone.
your provider might help you, they might not. you may have to contact the original provider of the phone, however they may be unwilling to even talk to you.
another reason to not use ebay.

I work in the mobile networks industry and suggest that the phone was not brand new from eBay. it may have been advertised as that but as far as i know, there are no phones that ask for a password unless it has been registered by somebody else. all other unlock codes, apart from the PUK, will be in the instruction booklet provided. hope that helps, if not then complain to eBay as it is flagrant misleading sales or go to a reputable mobile shop to unlock it to all networks.

same thing happened to me. you have to call the network the phone is locked to and ask for the password. warning: they'll mess you about, make you wait ages and charge upwards of £30. sodding networks.

Well according to my cousin who works for T-Mobile says call up ur service provider and tell them whats going on and maybe they ca help you.
