God asked Moses to strike the rock once to get the water for the thirsting Israelites. In an act of disobedience based on lack of faith, he struck the rock twice. As punishment, he wasn't allowed to enter the promised land.

Remember, the freed hebrews were still not trusting of the miracle that God had provided them via Moses. God needed that generation to die off so the ills that were with them die off too, which was unfortunate for Moses. Moses did not obey God and was apart of the ills of his people. Remember they were not far from the Promised Land.

Because he didn't obey God. God told him to touch the rock with his staff to bring forth water so the people would know that God was providing for them. Instead, he smote the rock and took credit for bringing forth water for himself. For this God said he could see the promised land but not enter it.
