OK I am going to come off as a nut, but try this and it will work. Get some CD's or tapes of outdoor sounds. I use alpha and beta noises (rain, frogs, light storms). It really works. I do not know of anything to put over the window because the cows and dog sounds come through the walls also.

ENTIRELY block? Well first, you have to look at what sound is. It is a propagating wave of pressure change through the air or any other medium that your ear can detect. The pressure fluctuations strike your ear drum and causes vibrations which you feel and your brain interprets as sound. If you want to completely block it, that is, not let a single vibration through.. you will have to eliminate the air. (see, explosions in space are actually silent) Or you can use ear plugs which uses a soft material to dampen the incoming sound waves.

Multiple glazing will help some, but you may need to resort to a noise-cancelling headset such as those made by Bose.
