I prefer Italy over France anytime. The quality of Italy is so much better. For example: food, people, beauty, you get my point. That's just my opinion. I bet most of the people who answer this question will say Italy. Of course it's romantic. People get dates there more than marriages in Las Vegas.

P.S- I'm not Italian and I'm not against France

I think both are romantic. In France, Paris and in Italy my favority is Florence.
