I figure if they are 'trick or treating', then they aren't out there causing mischief (or worse). Besides you're only as old as you feel...call him over and give him some goodies! ;)

-It could be the guy is with his little sisters, or nieces, and he was walking a little bit ahead of them.
-It's also a possibility the guy is mentally impaired, and one of his parents is following him from a distance, to see if everything is going okay.
There are more possibilities, please don't judge on what you can only see, it often isn't what you get.
