There's this stuff, for toddlers, that gets out ANY kind of stain. Try it. You can find it at Kmart or Babies R Us. It's called "Totally Toddler." I have used it on food stains, blood, vomit, and mascara that I have spilled works like a charm.

Try first a mild detergent. If no luck, move on to shout spray or gel. As a last result, and seriously check and test the fabric in an inconspicuous area first... 100% acetone with a qtip in the areas that need it. It usually works, but sometimes it kills the fabric.
Another one that works with a lot of scrubbing is hairspray.

I use Oxy-Clean spray and All liquid detergent. Put both on the stain and let it soak a couple of hours. Stain should come out, if not, repeat. I got tattoo ink out of brand new shirt this way, but it took a lot of soaking.

Spray 'N Wash is the most amazing spot cleaner I know of. If it's still fresh, spray some on the spot and wash it immediately. If not, spray some on, let it soak in and gently rub, then wash as soon as possible. If it's a white shirt, or the spot is on a white part of the shirt, you could also try Clorox bleach pen. What's great about the pen is you can just put the bleach on one spot, and it doesn't bleach the rest of your shirt. Good luck!

if it's a white piece of clothing, bleach. but if it's colored, nail polish remover (yeah, i no it sound weird but it works) you find it at dollor stores, walmarts, etc.
