best time of year to retransplant trees or sapplings

If you are transplanting them do it after the fist hard frost in the fall. Water them good before you dig them up and move them and water them in good. Fall is usually the best so the roots have a good chance to settle in before they put on leaf growth. It just seems to help them get a good start. But if you have one in a flower pot it can be done fall or spring.

while the tree is dorman it can still grow roots... so logically if you do this in the fall ...it uses its stored energy to keep growing more roots so this spring it can get rockin quicker and easier than if you plant it later...

Most places or people reccommend the spring or fall seasons.

the best time would be Feb/March depending on where you live. April might work better if you live way up north.
