Crack cocaine would put the user and anybody around them at risk.
Weed really puts nobody at risk unless you get caught by the cops.

Everyone with whom the abuser has contact is at risk. A parent cannot properly care for a child. One cannot properly drive a car and so endanger all other drivers. One cannot effectively contribute to society, and so risk spending the tax dollars of everyone. The cashier at the grocery store the abuser shops at can be at risk of being shot in a robbery that was largely drug induced. You can't say exactly what action a drug addict will take, so you can't begin to list the myriad of people who they put at risk by their drug use.

Everyone you know is at risk when you are smoking Crack. You are risking your health, you
worry your family to death, you have starving little
kids who can't eat because you ripped off their
mother for her food stamp card or Welfare card.
So, everyone you know is at risk and everyone that
knows you is at risk.
I also don't think you'd want to meet your MAKER
ALL HIGH EITHER.

The user (buyer) from harming themselves.
