We can't agree. I keep telling her, if someone is not calling her, she shouldn't call them. I feel like communication should work both ways, and if a person really want to keep in touch they will, it's plain and simple. People call who they want to call, just leave them alone.

If you have told her this there is nothing left for you to do. Tell her to go buy the book he's just not that in to you, it talks about guys not calling. Also let her know that in communication their is a sender and a reciever and vice versa, and if she keeps it up she will start being called a stalker. Just continue to be there for her, especially when she wake up her feelings might be hurt and she will need a shoulder to cry on.

Wrong answer. Some people are more social than others, just because they did not initiate the conversation, does not mean they don't enjoy hearing from some one. Personally, I hate talking on the telephone. I would rather see them in person, but I don't always have time for that. If you are referring to a guys, then pull your head out. Guys in general have very poor communication skills when compared to women... Duh. Compare the number of text messages a typical guy does compared to women... Most guys, (until they get a girl friend), could stay under a 60 minute phone plan a month at least 10 months out of the year. If a guy doesn't know your schedule, he is not going to call if he thinks you are going to be interrupted. You don't want to tick of someone at the beginning of a relationship. Guys would like to think you are interested and any call you give them is a big boost to their ego, which is a good thing. If you want to know what playing hard to get does for you, talk to a few old maids down at the rest home. If he doesn't want to hear from you, he will say that he is too busy to talk, but if the conversations go on for over 5 minutes, then he isn't avoiding you.

This is just a case where she is going to have to learn on her own, seems like she wants attention from this person, which this person might not even be good for her to start with. All you can do is share you knowledge about this with her, but you cannot make her life decisions for her sometimes as a friend the only thing that you can do is give her positive feedback, and let her go. Unfortunately this person might have to hurt your friend for her to learn and know the truth.
