There is not an exact time the dead line is Dec 3, of your Senior year but you should apply at the end of your Junior or the begging of your Senior

I work for a University in Texas, and we start looking for prospective students usually their Junior year (11th grade), but diffidently by their senior year... I would suggest applying as soon, as you have SAT or ACT scores, that is usually a big decision factor, and extra curricular activites.. I wish you the best of luck...
