Officially, it's a 24-hour event.
But I don't think that's what you meant.
Most of the time, the festivities start at sundown, and continue through the evening and on into the night.
Some cities have designated trick-or-treating hours (ours are from 5-8 PM for example) to keep people from being harrassed all hours of the day.
Hope that cleared things up a bit.
